Oscar Österberg blev fil.dr i historia vid European University Institute i Florens 2004 på avhandlingen The Promotion of a New State. A Study of the Czechoslovak Public Diplomacy in Sweden, 1920–1938. Hans forskning har framför allt behandlat Centraleuropas politiska historia. Han har även inom ramen för forskningsprojektet The Holocaust and European Historical Culture studerat hur förintelsen har representerats och brukats i italiensk politik och samhällsdebatt, bland annat i ”Taming Ambiguities. The Representation of the Holocaust in Post-War Italy”, i Klas-Göran Karlsson & Ulf Zander (eds.), The Holocaust – Post-War Battlefields. Genocide as Historical Culture (2006).
